Ankara Development Agency, which was established as Turkey's youngest development agency with the decision of the Council of Ministers in 2009, carries out pioneering activities for the sustainable development of Ankara. Ankara Development Agency, which aims to activate local potential based on participation, prepares Ankara-oriented regional plans within the framework of national development goals and provides financial and technical support to the projects developed for the main goals and priorities determined in these plans.
It aims to make the city a center of attraction by introducing the unique investment environment and business opportunities offered by the capital Ankara to local and foreign investors. It aims to position Ankara as a globally recognized destination with its urban branding activities. Ankara Development Agency, which carries out its work with an innovative, impartial and solution-oriented approach, works for a dynamic Ankara that makes the most efficient use of its resources with its activities based on social, economic and cultural development.

Board of Directors
The board of directors, which is the decision-making body of the agency, consists of the Governor of Ankara, the Mayor of Ankara, the President of the Ankara Chamber of Industry, the President of the Ankara Chamber of Commerce, the Secretary General of the Ankara Development Agency and three representatives to be elected by the Development Council from the private sector or non-governmental organizations.

Development Council
The Development Council is an advisory body formed by public and private instutitons, universities and local governments of Ankara, in line with the regions development goals. It consists of 100 members. The board is the advisory body of the Agency and aims to improve awareness, enhance cooperation and steer the activities of Agency based on the demands of grass roots level.

Duhan KALKAN
Secretary General
Born in 1983, he is from Kalecik, Ankara. KALKAN, who graduated with a scholarship from Başkent University’s Department of Political Science and International Relations in 2007, completed his master's degree in 2010 and his doctorate in 2015. He worked as a career expert at the Prime Ministry between 2008 and 2014, at the Ministry of National Defense between 2014 and 2015, and at the Presidency between 2015 and 2018. KALKAN, who served as the Mayor of Kalecik from 2019 to 2024, was appointed as the Secretary General of the Ankara Development Agency on July 3, 2024.
He is a part-time lecturer at Ankara University and has numerous academic publications. Active in many non-governmental organizations, KALKAN is married with two children and is proficient in English.
General Secretariat
The General Secretariat, as the executive organ of the agency, works for the realization of the objectives within the framework of the development plans through its working units and the investment support office.
